Raleigh vs. Johnston County: Cost of Living, Taxes, Commute & Homes

"Should we buy in Raleigh or in Johnston County?" I hear it almost every week. There isn't a right answer for everyone, but there is a right way to compare: look at the full monthly cost, not just the sticker price, and be honest about your commute. Here's that comparison with real 2026 numbers.
Is Johnston County cheaper than Raleigh?
On home prices, generally yes: Johnston County's September 2026 median sale price was $369,900, compared with $465,000 in Wake County.
| September 2026 | Wake County | Johnston County |
|---|---|---|
| Median sale price | $465,000 | $369,900 |
| Change vs. Sept. 2025 | No change | ▲ 5.7% |
| Avg. days on market | 52 | 78 |
| Months of inventory | 4.0 | 5.0 |
| Avg. % of list price | 98.5% | 98.7% |
Town-level typical values (Zillow, Sept. 2026) show the spread more clearly: about $425,000 in Raleigh, $380,000 in Garner, $360,000 in Clayton, $290,000 in Smithfield and $270,000 in Selma. Those are typical values across all homes, so new construction and larger lots can land well above them.
Are property taxes higher in Raleigh or Johnston County?
It depends on whether you're inside town limits. Johnston's county rate is lower, but in-town Clayton's combined rate is slightly higher than Raleigh's.
| Location (FY 2026–27) | Combined rate per $100 | Tax on $400,000 | Tax at the town's typical value |
|---|---|---|---|
| Raleigh (Wake + city) | $0.9091 | ≈ $3,636 | ≈ $3,864 on $425K |
| Clayton (Johnston + town) | $1.00 | ≈ $4,000 | ≈ $3,600 on $360K |
| Smithfield (Johnston + town) | $0.96 | ≈ $3,840 | ≈ $2,784 on $290K |
| Unincorporated Johnston (county + fire tax) | $0.625 | ≈ $2,500 | Varies by area |
Two takeaways. First, the rate alone doesn't tell you the bill; the assessed value matters just as much. Second, homes outside town limits in Johnston County pay the county rate plus an 11.5¢ fire tax, which is why rural JoCo bills can be noticeably lower (you may also be on well and septic, with different utility costs). Keep reappraisals in mind too: Wake's next reappraisal is scheduled for 2027 and Johnston's for 2029.
How do sales tax and income tax compare?
North Carolina's 3.99% income tax is the same everywhere in the state; the combined sales tax is 7.25% in Wake and 6.75% in Johnston.
Qualifying groceries are taxed at a lower local-only rate in both counties. On a $1,000 purchase of taxable goods, that half-point difference is $5, so for most households it's a smaller factor than housing and transportation.
What about utilities?
In Raleigh, most homes have Duke Energy and Raleigh Water. In Johnston County, it depends on the address: a town electric system, Duke Energy or a co-op, and town, county or well/septic water.
Clayton, Smithfield, Selma and Benson run their own public-power electric systems inside town limits. Johnston County Public Utilities estimates typical bills of about $48 a month for water and $72 for sewer (FY 2026–27). Always ask for a home's 12-month utility history, since the age of the HVAC system and insulation can matter more than the provider.
How long is the commute from Johnston County to Raleigh?
With no traffic, Clayton is about 26 minutes from downtown Raleigh, Smithfield about 41 and Benson about 41. RTP adds roughly 20 minutes more from each.
| From | To downtown Raleigh | To RTP |
|---|---|---|
| Raleigh (downtown) | — | ~27 min |
| Garner (Wake) | ~13 min | ~33 min |
| Clayton | ~26 min | ~46 min |
| Smithfield | ~41 min | ~61 min |
| Selma | ~40 min | ~60 min |
| Benson | ~41 min | ~61 min |
Rush-hour slowdowns are most common on I-40 and US-70 between Johnston County and Raleigh. NCDOT's Complete 540 project is extending the NC 540 toll road east toward Knightdale, with the last section expected around 2028. If you work a hybrid schedule, a longer drive two days a week may be worth it for the home you want; that's a personal call, and I'll help you test it.
What kinds of homes will I find in each?
Raleigh offers historic bungalows, mid-century ranches, two-story suburban homes, townhomes and downtown condos; Johnston County leans toward new-construction subdivisions, brick ranches and rural lots with acreage.
Clayton has a lot of new construction, including the master-planned Flowers Plantation area. Smithfield, Selma and Four Oaks mix older in-town homes with newer subdivisions and rural properties. If new construction is on your list, read the builder's contract carefully and bring your own agent to the first model-home visit. I explain why in my 2026 buying guide.
So which should I choose?
Compare your total monthly cost and your real commute, then visit both. I'll help you run the numbers for specific homes.
I won't tell you which area is "better," because that depends on what you value: walkability, lot size, a specific commute, new construction, or an established neighborhood. What I can do is pull the actual tax bill, utility history and drive time for every home on your list. Start with my Raleigh guide and Johnston County guide, or reach out and we'll map it together.
Fair housing note: I describe areas by features like amenities, home styles, commute and cost. I don't suggest who should or shouldn't live anywhere. Please visit, explore and decide for yourself.
